You can only change your branch, if you have merit score with 90% and no backlogs. All the best.

Change of seats depend upon your performance in the 1st semester. CGPA has to be above 8.5 to have good chances of conversion.

Firstly please tell me if you have completed your graduation in civil or not! If you have completed your graduation like B.Tech in civil, and you want to make career in CSE then I will say that you have to appear in GATE exam in CSE branch only so that you can pursue M.Tech in CSE.
