Can I change my career?.I hv done B.E. and CCNA with 1.5 yrs exp in system admin.

I need advice to change career to software.I hv interest in both s/w as well as networking but there very few openings in networking.I know html and css and want to become web developer.I will hv 2 start as fresher but will companies accept me?can i change my career into s/w?I plan 2 do .net nd sql.
