It depends on the university, generally, they say you should not have any backlogs in exams and a valid reason then a committee looks into the matter and decides what to do.

University change or college change after first year is completely dependent on university and college norms, some college allow it and some will not. Also, you need to have good scores in the first year to apply for the same. For further details contact the college authorities.
