Can I change my college after completing 2nd year of B.Sc in another district of the same university?

You should consult with the admissions department of your college, and find out whether lateral entry into B.Sc. 2nd year is permitted in your college. If it is, then most probably you will be permitted to switch to the target college. In all probability, if it is the same university, your chances would be better but it is always better to check with your college authorities before assuming anything.
