Can I change my college? Can I repeat my first year of BCA again in some other college?
I scored 60 percent marks in the first year of my BCA.

You will have to take admission again in some other college on the basis of your 12th exams. No college will give you admission on the basis of your 1st year result, specially when you have to get int 1st year again.
