Can I change my college in 3rd year? I am currently studying SE mechanical under University of Pune.

Normally you cannot change your college after 2nd year. But the institute holds the rights. If the institute in which you are pursuing your degree allows you to leave and if the institute you wanna join allows you to join. Then in such special conditions you can shift. But I think its an ideal case.
