    Yes, you can change the college after completing 2nd year without backlogs. And have 7 or above CGPA. The new college management should accept you into their institute. If they accept, you have to write a request letter to the management of your current college.

    Yes, you are able to change your college in computer Science and engineering. For that you need to have a good CGPA or vacancy in the given branch. After that you need to take a letter from the admission management department for allotment and changing of the desired branch.
