Can I change my course from B.A. Programme to B.A. Honours after 2nd cutoff.

I have got 95.5% and I want to do economic honours from du but currently I am not eligible for that, so should I apply for B.A. Programme economic+English (applying in first cutoff to reserve a seat and be on safer side ) or should I wait for 2nd cutoff and then apply for economic honours only?
