Yes, you can but what's the need for a change of medium as you have to face the English in the future again. But, it's your choice and you are allowed to do so. Thank you.

Yes, you can, but it is not going to be easy. If you think you can put in the hard work required, do it. All said and done, with the current situation, I favor English in higher studies.
