Can I change my stream from B.Tech biotech to B.Tech CSE,ECE,EEE or IT? If not now can I change after 1st year of B.Tech Biotech?

Yes, one can opt for branch change in second year based on his/her score in first year but in the same college only. First year is common for all branches, transfer to another branch is not a problem. You can change the branch in any college but also check the college norms. -
You can chnage your branch to any other branch in second year. But it can only be done based on your performance in first year and then the cutoff list
