Can I change my subjects in 12th to appear for the NEET and AIIMs exam?

Is it possible to take biology in 2nd PU to attend the NEET & AIIMS. I had PCMC in 11th.

No, you can not. The subjects changes are not allowed in class 12th. However, changes can be made before joining the class 11th.
