Can I change my university in 2nd year and get admission in colleges like DTU, HBTI, IIIT or CFTI for engineering?

I am stuck in University of Petroleum and Energy Studies, Dehradun pursuing B.Tech in CSE. I am a dropper (2015-16). Should I give JEE Mains for the same?

Provision of lateral entry admission in engineering is only for Diploma holders in engineering and B.Sc students. Students of an engineering college can not seek lateral entry admission in another college. Within a university, the transfer is allowed between colleges. You may appear for JEE Mains ex

Unfortunately, good engineering colleges do not allow lateral entry admission for existing engineering students because it hits the revenue model of most of the colleges.
