Can I change my university in the third year of engineering?
I have completed Diploma in civil engineering, so I took direct admission in the second year of an engineering college, but due to some reason, I want to change the college and university for the third.

The college can be changed within same university. But, the University cannot be changed or the admission is given in 3rd or 4th year.
