Can I change to any university in Bangalore from UK? I am learning computing for Business in UK? Can I take a transfer in 2nd-year?

You will need to check the information with the college where you wish to apply for. Changing college with the same course shouldn't be a problem as far as colleges within the same university are concerned. But, I am not very sure about course change from one country to another. So, would suggest you to get in touch with the university where you wish to admission in.
