Can I clear my backlogs after 9 years?

I got admission for B.E at RGPV in 2015. I got placed in my 7th semester, due to which I got backlogs in both- 7th and 8th semsters. Now I have to submit my degree in the new company. The college said I cannot sit for the exams. What should I do?
