Yes you can do PhD in Management while working. All India Management Association conducts PhD in collobration with Aligarh Muslim University. IGNOU also has PhD program for working executives. You may evaluate my suggestions.

Yes, You can. register yourself for a PhD and start it. I feel you will be more comfortable in doing PhD as you are already working.
