Can I directly apply for the 2nd phase of Andhra Pradesh EAMCET counselling or is it mandatory to report at the college?

I've got a seat in a college I'm not interested into.

    It is not mandatory to report at the college
    If you won't report, the seat is cancelled and you have to participate in the 2nd counselling.
    If you get a seat in the 2nd counselling then the seat got in the 1st counselling is cancelled (if reported) and if you do not get a seat in the 2nd counselling round then the seat which you got in the 1st counselling is retained.
