Can I directly get in the 2nd-year in any degree? I'm doing Diploma in B.Voc (Hospitality & Tourism) from a Govt. College, Solan, HP?
I've done my 12th in commerce stream with 74% from KV AFS, Kasauli (HP) in 2017.

No, you can't do that. You have to pass your first year with proper result and minimum attendance requirements.
