No, as per UGC guidelines a students cannot pursue two degrees from a same University at the same time. However, you can pursue integrated programs offers by the Universities, which saves time and cost of the student. In this regard I will suggest you The Chandigarh University, Punjab. Check out the

I don't think it's a nice idea to pursue two degrees at the same time in the same university in India like psychology and art, but if you're looking for a suitable university to study psychology and art, Chandigarh University is for you. You can pursue two degrees simultaneously but one from regular and one from distance learning. You can't go for a dual degree within the same university or campus.
