Can I do external degree after Diploma in civil engineering?

Hello kartik, Yes, if your age is within the limit prescribed by the Institution into which you are seeking admission for higher studies in engineering. Alternatively you pursue Engineering course with The Institution of Engineers (India) privately without quitting your present Job.
