Can I do MA Philosophy & MA English from IGNOU (distance) at the same time? If not, can I do one MA at IGNOU and other at another univ?

I'd like to do both degrees at the same time. I'm planning to do both by distance education, not one regular and one distance. So does IGNOU allow
