Hello Joshua, Victoria University is in 2 countries. Canada and Australia. Canada - Victoria university - you do not meet academic eligibility requirement. Australia - Victoria University - It has Master of Engineering programme (specialisation: Electrical power and Telecommunication) where you can definitely apply for and 99% you will get offer from this university if:
- you have less than 12 backlogs and no gaps
-Completion of an Australian Bachelor degree (or equivalent) in a similar discipline
-IELTS (or equivalent): Overall score of 6.5 (with no band less than 6.0 in Listening, Reading, Writing and Speaking)

Of course you can. You just need to meet the eligibility criteria set by the university. As a matter of fact Canadian universities are offering admission to Indian students with open arms. But beware, there are many nuances to the whole process hence I would strongly advise you to approach an agency that deals with sending students to Canada.
