Obviously you can do Masters degree in computer Science in south korea. And there is no any problem of being B.Tech ECE because korean government have no issue about the branches of your undergraduate degree so please if you want to learn through there so you can easily learn from that university. I think you can learn from there as they have so much types of scholarships for mastering students.
