You can. Apply for CEED next year and prepare for the exam and give your best. If you score good enough then you can take admission in NIFT. If that isn't available then there are also several other good colleges available too. -

The course can be pursued after successful completion of graduation from a recognized university, or Diploma in Fashion/ Accessory Designing, with a minimum aggregate score of 45%, or equivalent qualification.
