You can do MS in management. You must have sufficient academic grades and relevant background, IELTS or TOEFL score, etc. If the university asks for GMAT score you must take GMAT also.

No, they are exams, you don't need work experience to sit for these exams but the majority of GMAT candidates are experienced professionals since MBA requires work experience.
