Hi,
PhD is a higher education as compared to M.tech, to be eligible to pursue doctorate/PhD, it is important to attain a Masters degree from a good and recognized institution/ University.
It is not possible to pursue the two programs at the same time. You will first require to complete M.Tech and then go for PhD.

you can not do Mtech and PHD at same time from one university but you can do it from different university, but today some university also not allow Mtech Program with PHD but some prefer it , you will have to read rules of university from which you are doing PHD then you can do Mtech from any other university. good luck -
