you can not do Mtech and PHD at same time from one university but you can do it from different university, but today some university also not allow Mtech Program with PHD but some prefer it , you will have to read rules of university from which you are doing PHD then you can do Mtech from any other

I don't think it is possible even if it is technically feasible.Both are strenuous necessitating the use of a great deal of time.
