No, you need to be minimum graduate and in the age bracket of 21 to 30 years. You can attempt UPSC exam 4 times.

Hi Gulshan,
As per the criteria, a 12th pass cannot write the UPSC exam. The minimum eligibility is to be with in the age limit of 21-30 years and should be a graduate degree holder from a recognized University.
