To become IPS, you will have to appear in civil services examination. Minimum qualification for appearing in civil services is graduation or its equivalent qualification from any recognized university.

Dear Harvinder, To become an IPS or IAS officer, you must complete your graduation first. You have to appear for the competitive exam to get into civil services. You can appear for these exams on central level, UPSC and state level. After clearing this exam you can be an IPS or IAS officer.

I am not sure, but according to me you can't. Though you are not handicapped but it may be counted for IPS.
