Can I expect a GD/PI call with 146 CMAT score (Feb-2014)? My All India Rank is 7042.

Yes you should apply. Though your score is a bit low, you may get a call. And after that your marks are just one criteria for selection, if you have a good GD-PI process then you will definitely convert your call. So please apply for the PG course quickly and start preparing for the GD-PI process.
