Can I expect getting Information Science or a better branch in BMS (even on second counselling) with rank 4260?

Well, the scenario changes every year. And, if you are applicable for a special quota then too it can have a major influence. Best would be to keep a close look on the seat allotment and see if you are okay with the branches available for your ranking. And also, if you are particular about the college, then keep course options flexible. All the very best.
