Can I expect Welingkar MS through ILS with 99.65 percentile in CMAT?

My profile: CMAT score-99.65 and MAH-CET score-96.79.

You stand a chance of getting a call form Welingkar for PGDM course as they consider an overall score of your GDPI, your past academics, your extra curricular and your percentile. CMAT comes under all India quota and it's cut-off is normally above 99.90 %. So, it seems quite hard to convert. Still All the best for the future!

According to last year CMAT cutoff that is all India seats the merit is very high 99.7 and above. Still you can try for ILS round but chances are very low.
