Yes, you can finish your graduation now since you're from 1995 batch because any time in your life, you can pursue study, though you may not able to get certain jobs as you grow old. For that you should contact your university for carry over examination with the proof of you previous years mark sheets and your university ID card. They will allow for it after some official process.
