Yes, surely. You will a get call from then, you will receive your counselling call with the rank card and according to that you have to report over there.

With 721 as a rank, I don't think it is possible not even in the waiting list. The seat intake is around 180, and the only way out for you is that people prior to you leave their seats. Also, cut offs every year vary. The result, thus depends on the year wise cutoff but even then it's next to imposs
