In German universities the minimal fees is around INR 60000-80000 per annum. You are allowed to work 20 hours a week by which you can easily cover your expenses.

You have not specified for which subject and degree you are seeking information. By the way, fee in Germany is very nominal. Students are allowed to work 20 hours per week to subsidise living expenses which are 90% of education expenses.
