Can I get a good government college for CSE or IT branch?

I got 95% in board exams and got 55.5011 percentile in JEE Mains. I am from OBC-NCL category.

No, Your JEE Mains score is not good. You can't even get GFTI colleges with this percentile. It is better to go for private colleges.
