Icar certification is needed for agricultural courses. I think Chandigarh University Mohali Punjab offers agricultural degrees with icar certifications. Apart from degree Certificate the university can give you good placement assistance too.

ICAR UGC are two different apex institutions. UGC has role in traditional education while ICAR has it in Agriculture Education. U can not got government job if they mentioned ICAR affiliated universities only. But you can get a job where they demand only graduate and with no special condition of ICA
