Can I get a government B.Tech college with an OBC rank of 766 in UPLEET and a general rank of 1566?
I am a Diploma holder in mechanical engineering.

Recorrecting your Exam name to UPSEE, you have excellent rank and you need not to worry. For HBTU, it takes through JEE Mains only. You can get into UP's top Universities such as UPTU's BIET Jhansi etc. and all such colleges accepting UPSEE.
