Can I get a government college for B.Tech in any state through the JEE Mains score?

My JEE Mains score is 39, but I have not qualified the exam itself.

    No, your score is very low. You will not get any government college but you can try for private colleges. There are some private colleges which are actually good. Don't lose hope. You can drop a year for JEE Mains and Advanced. You have many options.
