Can I get a government college in the 3rd round for CSE or IT trade? In the 1st-two rounds, I couldn't get any college.
My WBJEE OBC-B rank is 2284.

It all depends on what your rank or score is, and for which college you are opting for. If you just mention out the name of college, and your rank, then it will be more helpful.
