If you are of General category, then sorry to say you are not qualified. Since the cutoff was 74. Now in case of OBC, you might get the college but not government colleges. No, 70% marks score is too low to be considered for admission in any good private college. I would suggest you to study well and try again next year.

With JEE score of 70, it is not possible to get any government college. However, there are many private colleges you can apply for. Even state level entrances admit students into government colleges. You can. Try for those exams to score good marks. 70% marks is not sufficient. Hope it helps.
