Can I get a list of government colleges (India) which offer courses in clinical psychology (B.Sc, M.Sc, M.Phil and PhD)?

Is it necessary to do both M.Phil and PhD in order to get the highest degree of a clinical psychologist? If yes, what will be the duration to reach my goal of being a clinical psychologist?
