Can I get a refund if I do not accept the allotted college in the second round of DU counseling?

I had paid the fees to my previous allotted college and upgraded to new one but didn't accept the seat on time.

    Most of the colleges or universities do not refund the entire amount. The amount to be refunded also differs based on the time duration between getting admission and cancelling the admission,

    Many colleges cut a minimum of 20% of the amount and then return the rest of the amount  to the students. 

    Fees shall be refunded by HEIs to an eligible student within 15 days.
