Can I get a seat at any government college with 45% in JEE Mains?
I passed my HSLC exam in 2022.

Sorry to say, but I don't think you will be getting any government college with this percentile in JEE. Some state government engineering colleges may have lower cutoffs, particularly in less competitive branches. You can be admitted in a private college or maybe get a drop.
