Can I get a seat in any college in Delhi with 66% in 12?

Hi Chanchal, Frankly speaking, it's not possible that you would get any college of Delhi. It also depends on your score of entrance exams. But you would get an admission in either of the Delhi colleges. I hope this helps. All the Best!
