It could be challenging to get into one of the top NITs with 64 marks and a 1,80,000 CRL rank (9000 SC category rank) in JEE Mains, but there is still a chance, especially in lower-demand branches, at younger, less competitive NITs. Your prospects are greatly increased by your SC category level, but the competition is still fierce. Make it a point to take part in every JoSAA counselling phase, including the unique CSAB rounds where rated candidates might sometimes get seats in less crowded branches or more recent NITs.

As per your category rank of 9000, you have really low chances to get any NIT under the JEE counseling. So you can try for he other colleges that accept both JEE Mains scores and board exam marks for admission.
Else you may try in the counseling as it has 7 rounds.
