    In case, you don't get your desired college, don't settle for something mediocre. Instead of settling down for some mediocre college, it would be better if you try for some good private university. Many reputed private universities are offering B.Tech chemical engineering.     It is tough if you are from outside. You can check the previous year opening and closing rank available on the website.

    It depends on your home state. Also, the cut-off varies from year to year. As a reason, I cannot give any assurance. If you are from Tamil Nadu, then there are better chances of conversion.
