It will depend on your social caste, educational background, work experience, interview etc. It cannot be said with certainty about one's chance of getting admission at IIM Shillong. IIM Shillong has already been released its shortlist. You might not have made it to it because of your VA section.

There are many others factors to get admission in IIM Shillong like your academic records, extracurricular activities & your overall profile. If you have 4 years experience so you can have the chance to get the call but on percentile base it is very difficult because every year cut-off range for IIM Shillong is between 98 to 99 percentile.
