Yes you can get admission in BE civil after doing diploma in mech.engg.
There are many universities like Amity, Lovely, Sharda etc that offer lateral entry in B.Tech 2nd yr.
Not only this some of these universities also offer scholarships on the basis of your marks in previous qualifying exams.
