Can I get admission for BE or B.Tech in computer science in a college with 57% with PCM in CBSE and 17 marks in JEE Mains?

Yes, you can get a CSE branches in private engineering colleges but those colleges will not be so good.

It is really not possible to get into a government institute with that score. You'll have to go for private colleges for engineering and admissions are started in govt. colleges. So, go for admissions.
