Yes, you will get CSE in state level colleges like NCER etc

Not possible in Nits and IIITs but you can try because of some time last round counselling by jossaa . Some student leaves their seats if your luck Is good you can be selected in last round . Also can be registered for state college counselling like DTU, NSIT, AMU, JAMAI,dhirubhai collage of technology and many more collage in India.
